INSCT & NATO CCDCOE Holding Workshop on Human Rights in Cyberspace

After hosting a successful workshop on ‘Controlling Economic Cyber Espionage‘ in June 2015, the Institute for National Security and Counterterrorism and the NATO Cooperative Cyber Defence Center of Excellence (“CCDCOE”) will host a second workshop in October 2015.  The two-day workshop, ‘Human Rights in Cyberspace‘, will focus on the applicability of International Human Rights Law (“IHRL”) in cyberspace.  Participants include Professors of Law, human rights lawyers, judges, parliamentarians, information technology professionals, and journalists.

Topics to be discussed will include the scope of the Universal Declaration of Human Rights (“UDHR”) and the International Covenant on Civil and Political Rights (“ICCPR”), and the extraterritorial application of human rights treaty obligations to cyberspace.  In particular, the participants will debate the meaning and evolution of the right to privacy, the right of freedom of expression, and the right to anonymity in the realm of cyberspace.  In addition, participants will consider reforms of cybersecurity norms and standards of transparency and oversight in national security legislation.  Click here for a complete list of topics and participants.
