U.S. Hampered in Fighting Cyber Attacks, Report Says – WSJ.com.  The Wall Street Journal reports that the Department of Homeland Security's U.S. Computer Emergency Response Team (US – CERT) has been found to be largely ineffective by the Department's Inspector General.  Meanwhile, in a column at Infosec Isalnd, Richard Stiennon comments on the report and argues that US – CERT can never be effective, because all it does is monitor to detect intrusions.  Stiennon:

The only tool in DHS's chest is a monitoring tool.  … Other than generating huge reports that highlight the levels of attacks targeting DHS it will do nothing to protect DHS networks. … It is time for DHS to get serious about security.

A DHS countered the IG's report:

"We have built a world-class cybersecurity leadership team," she added. "US-CERT provides a single, accountable focal point" within the federal government to "secure the federal executive branch civilian networks."
